If the Tower of Babel was meant to "reach heaven", doesn't that mean they thought it was in the sky?

Well we have been to the moon with out being smited, so a reasonable assumption is the Tower of Babel would have been tall enough to go beyond the moon. I would think something that large would leave archeological evidence.
